  1. Call to Order
    President Waded Cruzado

    President Waded Cruzado called meeting to order at 8:30am.

  2. Approval of Minutes from November 2, 2022

    Dean Matt Caires moved to approve minutes; Terry Leist seconded, and minutes were approved unanimously.

  3. University Wide Information/Announcements

    President Cruzado shared the Bobcats had a great victory last Saturday against Weber State. They continue to the Quarterfinal this Friday against William & Mary.  President Cruzado called for a moment of silence to honor Coach Sonny Holland who passed away on Dec. 3.

  5. Old Items

    A. Restricting Access to University Property Policy Revision
        Camie Bechtold, Chief Compliance Officer

    Camie and Chief Stanley shared an update on revisions that were applied and the policy was approved unanimously.


    B. Code of Student Conduct Policy Revision
       Matt Caires, Dean of Students; Bill McKenney, Associate Dean of Students

    They updated what “student” means; better reflected graduate student community; clarified applicability when other processes exist; an academic misconduct form must be submitted by the instructor; the Dean of Students may consult w/ appropriate University officials in determining sanctions and the updated academic decision appeals. The revisions were approved unanimously.

    C. Student Bill of Rights Policy Revision
         Lucas Oelkers, ASMSU President

    Lucas introduced the student government leaders here today and the Supreme Court Justices. They updated language so folks know that they are state and federal laws and can’t be changed. They added a right to report policy violations to university administration. The revisions were approved unanimously

    Lucas moved to include the new student bill of rights to the newly approved code of student conduct.  The motion carried unanimously.

  6. New Item

    A. Fiscal Misconduct Policy Revision
        Camie Bechtold, Chief Comopliance Officer

    Camie shared revisions to the policy, which affects all four MSU campuses, and establishes procedures for reporting and resolving instances of known or suspected fiscal misconduct. The proposed revisions clarify how information is communicated during reviews and investigations into instances of known or suspected fiscal misconduct. She looks forward to feedback in next 30 days

  7. Informational Items

    A. Fall Institutional Report
         Chris Fastnow, Director, Office of Planning and Analysis

    Chris shared a comprehensive overview of faculty here. She highlighted Tenurable faculty and the various funding sources; staff headcounts and students; undergraduate students enrolled in 15 or more credits is the highest it’s ever been; retention and graduation rates: it is slowly increasing; degrees awarded has seen fantastic gains; and general fund expenditures by program and we are above BOR baseline.

    B. Year in Review
        President Waded Cruzado

    President Cruzado shared a comprehensive overview of Montana State University’s accomplishments in 2022. She thanked everyone for their incredible leadership and hard work.

  9. Updates

    Provost Mokwa shared his thanks to everyone for their hard work this past year.

    Greg Kegel said they are celebrating Provost Moisey’s retirement today with 5 years of service. They hosted many student efforts and next week is finals week.

    Chancellor Hicswa shared that a MSU Billings faculty member Lynn George scored in the 1% for an NIH grant.

    Dean Erdmann shared Great Falls College donated meals to families and students in need.  The community choir is doing a concert on the 15th. They’ve had a terrific fall semester.

    Leon Costello thanked everyone for their hard work over cat/Griz and hosting Cat/Griz. President Cruzado suspended rules to not wear red for the month of December.
