- Call to Order
President Waded CruzadoUniversity Council was called to order at 8:30am.
- Approval of Minutes from October 5, 2022
Minutes were moved to approve by Dean Royce Smith; Terry Leist seconded, and the minutes were approved unanimously.
- University Wide Information/Announcements
President Cruzado congratulated Museum of the Rockies and their successful Haunted Mountain Theatre. President Cruzado thanked EJ Hook and Facilities staff for their tireless efforts due to a recent flood on campus. President Cruzado welcomed Jonathan Dove to the chair-elect role for All Staff Council.

A. Research Misconduct: Section 800 Policy Revision

B. Workplace Expectations and Conduct: Reasonable Accommodations for Employees
& Applicants with Disabilities Policy Revision

Suggested edits were offered and implemented. The policy was adapted and approved unanimously. - New Items
A. Restricting Access to University Property Policy Revision
Mike Stanley, Chief of MSU Police; Matt Caires, Dean of Students
Chief Stanley shared this is a good opportunity to set parameters around frequently asked questions to restrict access. The proposed revisions to the restricting access to university property policy explain when and how access may be restricted to campus property and clarify that University Police are responsible for enforcing the policy. They also clarify the processes for appeals and temporary access to university property.
B. Code of Student Conduct Policy Revision
Matt Caires, Dean of Students; Bill Mckenney, Associate Dean of Students
Bill and Matt shared a comprehensive overhaul of the Student Code of Conduct policy. The proposed revisions to the Code of Student Conduct aim to provide a more thoughtful, coherent and modern code by reorganizing it to be clearer and more readable. There is an opportunity for ample feedback over the next 30 days.
C. Student Bill of Rights Policy Revision
Lucas Oelkers, ASMSU President
Lucas shared a review of the revisions, and these revisions support the guarantee of certain individual rights. This proposed change would include the Student Bill of Rights within the Code of Student Conduct to cement and highlight the rights of students at MSU. They will be a marketing push to spread the word widely before December’s University Council vote. - Informational Items
A. College M on Mtn Baldy: The past, present and future
Matt Caires, Dean of Students; Jodi Allison-Bunnell, Head of Archives & Special Collections, University ArchivistIn Jodi’s absence, Chris Pruden shared the history of hillside letters and the “M” early days. This is a huge community and student led effort. They are working on improvements and spend 4-days every year on maintenance. They are working on improving the “M” for what the next 100 years hold.
B. Fall Institutional Report
Chris Fastnow, Director, Office of Planning and AnalysisThis item was postponed until the next meeting due to lack of time.

Robert Hawks shared Intermountain Opera Bozeman has upcoming productions this month. - Updates
Greg Kegel shared Northern welcomed a new Chief Financial Officer Darci Hertz. They had another successful annual fundraiser and career fair.Great Falls College Montana State University shared the strategic plan has been finalized for the next five years. Their enrollment is up this semester. They have had a busy October with community events.
On Nov. 15 Angella Ahn is speaking at the next Provost’ Distinguished Lecture Series.
