I. Call to Order
President Waded Cruzado
President Cruzado called the meeting to order at 8:30am.
II. Approval of Minutes for October 2, 2019
Dean Brett Gunnink moved to approve the minutes; Dean Bajwa seconded and the minutes were approved unanimously.
III. University Wide Information/Announcements
President thanked Jeffrey Conger and Sarah Pennington on their work at the recent Dyslexia and Innovation Symposium. Eva Schloss was an inspirational speaker who was at MSU for a lecture this past Sunday. Matt Caires was congratulated on a recent award in Portland. Chief of Police Frank Parrish and Kathy Attebury have announced their upcoming retirements.

V. Old Items
A. Academic Misconduct Policy Revision

The academic misconduct policy is being revised for clarity and to resolve internal inconsistencies. The disruptive student behavior policy is a new standalone policy previously contained within the academic misconduct policy. The new policy will better define disruptive classroom behavior and outline the process an instructor may take to address such behavior. This policy was approved unanimously.
B. Disruptive Student Behavior Policy

These two policies have been separated into two separate policies. Feedback was provided by ASMSU President Taylor Blossom and Kellie encouraged approval. This policy was approved unanimously.
VI. New Items
A. Student Field Trips and Domestic Travel Policy

This is part of the overall student field trip review process for domestic travel. The student field trips and domestic travel policy would replace the existing student travel policy. The policy revisions clarify the requirements for two types of student trips: those related to academics, such as field trips, and those co-curricular opportunities not related to academics, such as trips sponsored by the Office of Student Engagement and registered student organizations. The purpose of the policy is to ensure that the university has information on students who are traveling on university-related trips so that the university can respond, if necessary, to emergencies that may affect travelers. A task force made of up representatives from university programs that have responsibilities for student-related travel helped write the draft policy. This policy applies only to trips within the U.S., the District of Columbia, U.S. territories and possessions, and Puerto Rico. The university’s existing, separate policy on student international travel remains unchanged.
Kellie encouraged review of policy and let her know any feedback. Dean Ogilvie provided feedback to Legal Counsel to expand professional conference and extended stays.
B. Restricted Research Policy

The restricted research policy provides a framework for conducting restricted research at MSU. Research is considered restricted when the free and open participation in and dissemination of its results is limited by the nature of the research, such as research related to proprietary materials or classified research on behalf of the government which cannot be disseminated to the public. The policy was developed in consultation with faculty involved in classified research and Faculty Senate representatives. It outlines the approval process for restricted research, faculty and student participation in restricted research, and the manner in which the university will consider faculty contributions to restricted research in its faculty review processes. Please take a look at the policy and provide input per Provost Mokwa.
VII. Informational Items
A. Know Your MSU: ROTC
Brent Reinhardt, Scholarship & Enrollment Officer, ROTC
Students may participate in Army ROTC at over 1,300 universities and colleges. They seek presidential and provost scholarship worthy students. They look for students, athletes, leaders. President thanked Brent for his leadership in this terrific program. She mentioned it took three times for the ROTC program to be included in the Morrill Act.
B. Fall Institutional Report
Chris Fastnow, Director, Office of Planning & Analysis
Chris Fastnow provided an update on the 2019 Fall institutional Report. She updated on numbers for tenurable and nontenurable faculty, staff funded by all sources vs. staff funded by the General Fund only, headcount and FTE enrollment for how many people study here, retention and graduation rates, degrees awarded have improved bachelor’s degrees to 2,552 and the doctoral degrees awarded is at 101. General Fund expenditures by program - we have been growing over time and increasing our investments to help our students be successful.
C. Choosing Promise: Update on Goal 2.2
Ian Godwin, Associate Director, Office of Planning & Analysis
Ian shared an update on goal 2.2 of MSU’s strategic plan. The goal is to expand interdisciplinary scholarship. MSU will increase scholarly products that are authored or created by faculty from two or more academic units by 10% each year. Ian encourages faculty to have unit collaborators from other units.
Jason Carter shared outputs to strengthen and expand interdisciplinary scholarship. In Research Council they have made four subcommittees.
VIII. Updates
Provost Mokwa shared MSU is hosting NCUR 2020 next March 26-28, 2020. He’s calling for planning and reviewing abstracts. He’ll be reaching out to Deans to assist in reviewing abstracts.
Maureen shared update from MSUB is preview day next week for a visit for potential events. The MSUB Hall of Fame is this evening. MSUB will participate in Veterans Day holiday events.
Board of Regents is November 21-23, 2019 and we will host the Cat-Griz football game on November 24.
