ITEM No. 4 – RECOMMENDATION – Romney Oval Landscaping
EJ Hook presented the recommendation to approve the revised concept for the Romney Oval Landscaping.
UFPB approved the Romney Oval Master Plan on March 26, 2013, which called for a reconfiguration of the green space to be more geometric and less informal and pastoral. President Cruzado approved the recommendation on April 3, 2013. This design was never executed as a landscape project.
The revised concept is a less formal approach, addressing circulation in order to
preserve and enhance the open space and increase its functionality.
Romney Oval Master Plan conceptual design was presented to illustrate the landscape area which will be implemented concurrent to Romney Hall construction.
The integrity of the tree canopy and efforts to preserve and protect as many trees as possible is in consideration.
A concern was raised regarding the preservation or relocation of Veterans Park. It was mentioned that an alternative location by Gaines Hall was approved by President Cruzado. The concept was drafted by the Veteran’s student group and Cushing Terrell consultants.
Pedestrian traffic and circulation in relation to foot paths was discussed. The flag pole currently located in the Romney Oval will be upgraded and relocated to a more prominent location by Montana Hall. The yellow sculpture will remain where it is.
David Singel motioned to approve the concept for Romney Oval as presented, featuring a less formal layout for sidewalks, nodes and exterior landscaped spaces.
Chris Fastnow seconded the motion.

ITEM No. 5 – INFORMATIONAL – Romney Hall Construction Laydown
Grant Petersen presented the plan for adding an additional material and staging laydown area for the duration of the Romney Hall project.
The north gym area adjacent to the Fitness Center and the north portion of the Wolf Lot were presented as planned material and staging laydown zones. The selected zones will not require extensive reconstruction of the landscaped areas (images provided). The Contractor is responsible for any repairs necessary due to damage to the Wolf Lot.
The pedestrian path along Grant Street will be maintained with respect to safe pedestrian traffic between the building site and staging area.
The laydown plan was previously brought forward to the Transportation Advisory Committee as an informational item on December 10, 2019. Campus Planning, Design and Construction is coordinating with Parking Services to ascertain the usability of the northern section of the lot west of the Fitness Center for laydown in relation to their parking operations.
The second item discussed was the addition of an ADA parking lot which was formerly a service drive abutting the north slab on the east side of Fitness Center. This addition will offset the loss in Roberts Circle as part of the American Indian Hall project and will be available during the Spring semester.
ITEM No. 6 – INFORMATIONAL – NCUR Wayfinding and Signage
Candace Mastel presented the recommendation to approve the temporary wayfinding and signage for the National Conference on Undergraduate Research (NCUR) conference.
Montana State University will host the 2020 NCUR from March 25-28, 2020. As part of the conference, wayfinding and signage is being proposed to help attendees during the conference. A signage plan is being developed for foot traffic and will include exterior and interior signage. In addition, an illustrative map is being developed with University Communications for distribution during the conference (map presented for planning purposes only).
Attendees will arrive at the Fieldhouse mostly via bus and disperse from there to the rest of the campus; however, Miller and Rendezvous Dining Halls will be used for dining; and the Creative Arts Complex, Student Union Building and Norm Asbjornson Hall will be used for smaller group presentations. The signage will inform conference attendees of these destinations.
Examples of wayfinding element graphics, a draft of the signage needs and a preliminary map showing tentative locations for exterior signage were presented.
NCUR will continue to work with CPDC to further develop a professional and effective wayfinding plan.
A concern was raised regarding the timing for closing Romney Oval and the impact it will have on pathways during the conference. CPDC will work with the contractor on a fencing plan to minimize obstruction and maximize access via walking pathways and coordinate with the client to ensure the plan is communicated in a timely manner.
John How motioned to approve the temporary wayfinding signage for NCUR with the caveat that CPDC will coordinate with the campus client and communications to get a finalized map.

ITEM No. 7 -- RECOMMENDATION – YOUR Window Decal
Candace Mastel presented the recommendation to retroactively approve the YOUR Window Decals, which have been placed on glass doors for the academic year for 2019-2020.
The Year of Undergraduate Research (YOUR) is a year-long event bringing awareness and highlighting outstanding research and opportunities and culminating with NCUR in March 2020.
The YOUR Committee manages the entire event including creating the brand identity and getting approval from the President to build awareness around campus. The YOUR decal’s design mimics the banners used at the Library and on Centennial Mall light posts. The design and plan was approved by the President but never came to UFPB as a recommendation prior to installation this past fall. The YOUR Committee will utilize volunteers to ensure the decals look professional prior to NCUR and for the removal at the end of the year.
All door signage that is installed and exposed to the public on academic building needs to have UFPB review and recommendation prior to placement. Utilitarian messaging as well as not cluttering the exterior doors with non-essential information should be considered.
Sreekala Bajwa motioned to approve the placement of the YOUR Decal retroactively with agreement to provide maintenance and removal of the signs at the end of the academic year.
David Single seconded the motion.
