I. Call to Order – Chair Babcock at 3:12
II. Approval of the April 11th meeting minutes –

· Policies at University Council –
o Updates to HR Policies
o Freedom of Expression Policy
o Comment period through April 25, 2018
· Last meeting next week, typically shorter but will go from 3:10 – 4:30. Part of the meeting will be closed. Followed by reception afterwards hosted by President’s Office.
· New Faculty Senate Web page – will launch 04/27
· Kregg Aytes - new student course evaluation system
o Have been looking at potential solutions to current problems with student course evaluation forms (KNAP forms). Conducted pilot three years ago – mostly professors in JJCBE, some others departments. The recommendation was to proceed with replacement of evaluations system.
o Ran into some road blocks and the replacement stalled. Fall of 2017 a task force appointed, with Kregg Aytes the leader. Formed focus groups and listening sessions and compiled feedback. Decision was made to move forward with procurement. Push phase 1 into fall 2019. Goal of 20% of sections using it. Chance to work out glitches. Full implementation in Spring 2020. Lines up with evaluations, calendar year.
o New system consists of instrument and a delivery mechanism. (on-line delivery platform). System allows for online delivery and access on line by faculty. Very quick turn-around. Allows for comparison between MSU courses and similar courses at other Universities, class size, student motivation for courses (weight responses), customization etc.
o Questions for Kregg/Jerry Sheehan - 1. Cost? Negotiating cost with vendor. More than cost is accessibility. Concern about overall stability of current system. 2. Faculty opportunity for feed-back prior to decision making? Can they compare and contrast two forms?

a. Programs- Second Reading
· Data Science Degree -
· Existing base of Computer Science, Mathematics and Statistics Courses:
· The goal of our program is to provide a balance between solid theoretical underpinning of essential aspects of Data Science and practical skills needed in work environment.
· Target Audience: Existing undergraduates with solid course work in one of the three disciplines.
· Professionals from Bozeman and Montana.
· UM degree started Fall 2017, Intent to Plan of UM and MSU was approved by BOR at the same time.
· Programs have different emphases.
· Ours is more interdisciplinary and involves directly CS.
· We intend to collaborate with UM.
· Data Science is needed at every institution of higher education.
· Motion to approve – made by Blake Wiedenheft, seconded by Lukas Geyer. No discussion. Vote - all senators in favor, no opposed, no abstentions.
· Re-establish the PhD in Chemical Engineering
· History:
· PhD in Chemical Engineering existed for 40 years
· Consolidation of all Engineering PhD’s in 1996
· Justification:
· Name most appropriate academic title and will assist in recruitment of students
· Growth in ChE PhD doctoral program
· Other:
· Does not duplicate any other MUS program
· Will evaluate existing “PhD Engr – Option ChE” after ~5 years
· Motion to approve – Jessi Smith, seconded Clem Izurieta...
Discussion ensued. Vote – all senators voted in favor. No opposed and no abstentions

· Motion to approve – hold off to next meeting. Comments to Abbie.
b. Continuation of debate on CRAEA Center Proposal
· Motion to form ad hoc committee failed.
· Back to original motion. Endorsement of a proposal to form a Center for Regulation and Applied Economic Analysis (CRAEA) – Blake Wiedenheft moved to call question to end debate. Clem Izurieta seconded. Vote on end debate – 20 for, 3 opposed 1- abstention
· Vote on paper ballot – passed to use paper ballot.
o Counted by Abbie and Mike – 11 for, 14 against, 1 abstention. Motion does not pass.
· Motion to add to agenda in the future. Jessi smith – 25 in favor, 1 abstention.
