Constitution 

Article 1 – Name:

This organization shall be known as the Lewis and Clark County 4-H Youth Council or Youth Council. 

Article 2 – Purpose:

The purpose of this organization shall be to develop life skills, promote positive youth and leadership development through Youth Council meetings, activities, project work, family involvement, and community service. The Youth Council provides a collective youth voice to Council, Foundation, and Committee proceedings. The Youth Council is considered a council of the Foundation. 

Article 3 – Membership:

  1. Youth are eligible for membership irrespective of race, color, creed, age, religion, national origin, sex, gender, disability, public assistance status, or sexual orientation.
  2. The club enrollment deadline is May 1 of the program year. Club enrollments are due to the Extension Office no later than May 1st of each year.
  3. A complete enrollment shall consist of a completed enrollment form and member payment of dues. 
  4. All youth with a minimum age of 8 on October 1st and enrolled in Lewis and Clark County 4-H are considered part of the Lewis and Clark 4-H Youth Council.

Article 4 – Officers:

  1. The elected officers of the Youth Council shall consist of: President, VicePresident, Secretary, and Public Relations Manager.  

Article 5 – Meetings:

  1. The Youth Council will be held at the Extension Office on the third Sunday of the month unless otherwise announced. 

Article 6 – Amendments:

  1. This constitution may be amended at any meeting of the Lewis and Clark 4-H Youth Council by a two-thirds vote of members present, providing the proposed amendment has been discussed at a previous meeting or notice of such an amendment has been sent to clubs and 4-H members thirty (30) days prior to the meeting.

Bylaws 

Article 1 – Duties:

  1. President, Vice-President, Secretary, and Public Relations Manager positions will serve one year terms and elected annually.
  2. For officer positions of President, Vice-President, Secretary, and Public Relations Manager, individuals are required to enroll in the teen leadership project.
  3. Officer position nominations will be taken at the September Youth Council meeting, announced, and elected in the October Youth Council meeting. The new slate of officers will begin their service upon the adjournment of the October meeting.
  4. If a vacancy occurs during the year, the Youth Council Officers may hold nominations and elections for the position.  

Article 2 – Voting:

  1. An eligible voting member is defined as an enrolled Lewis and Clark County 4-H Youth Member in good standing, as noted on file in the Extension Office.
  2. Youth Council Officer elections and motions on the floor require a simple majority vote.  

Article 3 – Meetings:

  1. Robert’s Rules of Order will govern all Youth Council meetings.
  2. Special meetings can be called by the President.
