Vermont

Vermont was one of the first states in the U.S. to implement a proficiency-based learning approach. This link to the Vermont: Agency of Education: Proficiency-Based Learning website houses useful resources and information. In particular, the section entitled Proficiency-Based Grading Practices and Transcripts (approximately 1/3 down the page) may be of interest to secondary educators, school leaders, and parents to learn about how Vermont has navigated this issue. 

New Hampshire

New Hampshire was also an early adopter of a competency-based approach for its K-16 educational system. Educators were invited to participate in the process of creating statewide competencies for K-16 education. This link to NH Department of Education: State Model Competencies offers resources including state board approved model competencies for K-8 and high school.

Kentucky

This link to the Kentucky Competency Education and Assessment Consortium details how Kentucky conceptualizes competency education and why it was implemented; this site also provides additional links to learn more about competency education. 

South Carolina

Michigan

The Michigan Department of Education promotes a variety of measures to support career and college readiness using a competency-based educational approach about which educators were invited to participate 

Rhode Island

The Rhode Island Department of Education partnered with educators and Great Schools Partnerships to create a proficiency framework to include content areas and cross-curricular graduation proficiencies. Utah
